Dr. Eric Bell

Dr. Bell is a Principal at Apex Analytics where he specializes in load and bill impact evaluations of demand side management programs, including pricing pilots, demand response, and energy conservation. He has more than 12 years of industry experience, led more than 50 evaluations, and has extensive experience with experimental and quasi-experimental design, econometric modeling of customer characteristics, billing, and electric and gas advanced metering interval usage data for both residential and non-residential customers.
In total, projects led by Dr. Bell have required applying data analytics to approximately 550,000 businesses ranging from large commercial and industrial to small and medium businesses, and over 4 million residential customers. He led impact evaluations for the California Statewide Opt-in Residential TOU Pilot, SCE and SDG&E Default TOU Pilot Evaluations, Con Edison’s Innovative Pricing Pilot and Smart Home Rate Evaluations, Duke Energy’s Flex Savings Option Pilot Evaluation, and the evaluation of the first residential gas demand response program in the country at SoCalGas. Additional projects include load impact evaluations of the California Statewide Critical Peak Pricing non-residential demand response program, ComEd’s Peak Time Savings Direct Load Control Pilot, the SoCalGas Conservation Campaign Evaluation, and dozens of other DR and behavioral program evaluations.
Prior to joining Apex in 2021, Dr. Bell was a Vice President at Resource Innovations (formerly Nexant) where he led the Behavioral Science & Analytics team. He also worked at Southern California Edison as the manager of the Operational Analytics group, responsible for corporate goal development, performance reporting and analysis, annual operating unit strategic planning, benchmarking, staffing management and forecasting, and special projects for the Customer Service (CS) Operating Unit. He was also the Co-project manager for an initiative to optimize the SCE DSM program portfolio and operations to ensure delivery of cost-effective DSM. Deliverables included a refined DSM strategy/value statement, a plan to derive operational savings, portfolio optimization recommendations, and action plan for working with regulators.
Dr. Bell completed his Ph.D. in Economics at the Claremont Graduate University; MBA at the Peter F. Drucker and Masatoshi Ito Graduate School of Management; and BA in Economics from the University of Southern California.
