Jane Colby

Jane Colby is President of Apex Analytics. With over 25 years of leadership experience in the energy industry, Ms. Colby has managed a variety of studies and implementation projects for energy efficiency, distributed resources, and demand response. She is skilled in analyzing and interpreting complex data for reports and presentations and conceptualizing, planning, and organizing research projects.

Ms. Colby’s experience includes working with Nicor Gas as a program evaluation consultant conducting special studies, overseeing the third-party evaluations, and advising Nicor Gas on its energy efficiency strategy. She recently advised multiple clients on how to incorporate funding from the Inflation Reduction Act and the Bipartisan Infrastructure Law into their program plans. She has extensive evaluation experience including overseeing large-scale impact and process portfolio evaluations for Ameren Illinois, Ameren Missouri, Xcel Energy, and the Independent Electricity System Operator of Ontario.

Ms. Colby’s expertise extends to market research studies on a wide range of topics such as solar energy adoption, a benchmarking and analysis of utility-earned regulatory incentives for energy efficiency, market potential for renewable tariffs, and on-bill financing. Ms. Colby has worked on numerous planning projects including ComEd’s 2022-2030 DSM plans. She also assisted Public Service of New Mexico in preparing its Integrated Resource Plan documentation and oversaw the potential assessments for Colorado Springs Utilities and the City of Burbank for energy efficiency, demand response, distributed energy resources, and electric vehicles.

Before joining Apex Analytics in 2020, Ms. Colby was a Principal at Cadmus leading a variety of consulting studies in DSM evaluation, planning, and market assessments. She has also served as senior vice president and manager for El Paso Merchant Energy, where she developed, negotiated, and managed the execution of complex power transactions involving power assets and long-term contracts. Ms. Colby also worked for Xcel Energy in various capacities including IRP Manager, DSM Manager, Manager of Wholesale Electricity Trading, Project Engineer, and Market Research Analyst.

Ms. Colby has a B.S. in Mechanical Engineering from Colorado State University and an M.S. in Natural Health from Clayton College of Natural Health.
