Jane Colby


Jane Colby, an Apex Analytics principal, manages planning studies, potential assessments, and program and portfolio evaluations. With over 25 years of leadership experience in the energy industry, Ms. Colby has managed a variety of studies and implementation projects for energy efficiency, distributed resources, and demand response. She is skilled in analyzing and interpreting complex data for reports and presentations and conceptualizing, planning, and organizing research projects.

Ms. Colby has worked on several recent planning projects including ComEd’s 2022 to 2025 DSM plan; a 2019 potential study for Colorado Springs Utilities that assessed the overall potential for energy efficiency, demand response, distributed energy resources, and electric vehicles; and leading an assessment of distributed energy resources, energy efficiency and demand response as part of the City of Burbank’s Integrated Resource Plan.

Ms. Colby’s experience includes work with Nicor Gas as a program evaluation consultant conducting special studies and overseeing the third-party evaluation

process. She also conducted solar energy market research for Energy Trust of Oregon and a renewable market assessment project for Xcel Energy in Colorado. She has managed several large-scale portfolio evaluations including the residential portfolios for Ameren Illinois, Ameren Missouri, and the Independent Electricity System Operator. She has also consulted with several utility clients to develop lighting program forecasts and advise on lighting program planning and provided strategic support to ComEd in development of its 2022-2026 energy efficiency plan.

Before joining Apex Analytics in 2020, Ms. Colby was a Principal at Cadmus leading a variety of consulting studies in DSM evaluation, planning, and market assessments. She has also worked as senior vice president and manager for El Paso Merchant Energy, where she developed, negotiated, and managed the execution of complex power transactions involving power assets and long-term contracts. Ms. Colby also worked for Xcel Energy in various capacities including IRP Manager, DSM Manager, Manager of Wholesale Electricity Trading, Project Engineer, and Market Research Analyst.

Ms. Colby has a B.S. in Mechanical Engineering from Colorado State University and an M.S. in Natural Health from Clayton College of Natural Health.
