Joe focuses on market research, process evaluation, and generally understanding how people make decisions about energy use and energy using equipment, how they interact with programs, and how those program interactions influence their decisions. Over more than 15 years, Joe has conducted extensive research into market transformation programs, residential retrofit programs, including programs targeting diverse and hard-to-reach populations, and innovative rates and financing programs.
Joe specializes in qualitative research methods, including in-depth interviews, focus groups, observational research, and surveys, drawing on his exceptional ability to identify themes across data sources and articulate their significance for the research topic. Joe has drawn on his analytical skills to develop logic models and performance indicators and identify the program intervention strategies most appropriate under various market conditions.
Joe has been involved in evaluation efforts for the ENERGY STAR Retail Products Platform midstream appliance and consumer electronics program since its inception. He was the lead qualitative analyst on the nation-wide evaluation of the ARRA-funded Better Buildings Neighborhood program and has advised on the process evaluation of Inflation Reduction Act programs. Joe has also conducted extensive research into HVAC decision-making, both in the commercial market and related to residential heat pump adoption.

Joe holds master’s degrees from the University of Southern California in Global Communications and from the London School of Economics in Global Media. He has a bachelor’s degree in International Affairs and Hispanic Studies from Lewis & Clark College.
